Mobility Management Center (MMC)

CSI was selected to carry out the installation, operation, and maintenance of the Mobility Management Center (MMC) of the city of Montevideo, within the framework of an international bidding process. The project included the implementation of advanced traffic engineering solutions, Intelligent Transportation Systems (ITS), and adaptive traffic signal control to improve urban mobility, road safety, and information management.

The main objectives of the project included:

  • Technological upgrade of more than 500 signalized intersections, incorporating centralized traffic controllers, video-based traffic detection, video surveillance, and variable message signs.
  • Implementation of traffic signal control strategies through specialized planning and modeling
  • Implementation of traffic signal control strategies through specialized planning and modeling.
  • Installation and maintenance of the headquarters building equipment, including architectural furnishings, telematics systems, and Data Center equipment.
  • Uninterrupted 24/7 operation of the Management Center and all associated systems and peripherals.

Scope and Capabilities

1. Urban equipment installed on Montevideo’s road network:

  • 420 centralizable traffic controllers
  • 296 video traffic detection sensors
  • 118 video surveillance cameras
  • 44 sensors WiFi/Bluetooth
  • 46 fixed speed and red-light enforcement radars with Automatic Number Plate Recognition (ANPR)
  • 10 variable message signs and 4 lane control signs
  • 3 mobile units with LIDAR technology for speed and violation detection
  • 3 violation detection systems for priority lanes

2. Central operating systems:

  • ITS platform for unified visualization and operation
  • Traffic signal control system with multiple strategies (fixed-time, actuated, coordinated, calendar-based, and conditional)
  • Traffic planning and modeling systems
  • Traffic measurement platforms with real-time data: volume, occupancy, speed, classification, and O/D

3. Electronic enforcement and violation management:

  • Comprehensive system for acquisition, decryption, validation, and notification of violations
  • Integration with vehicle registries, SUCIVE, Agesic, IMPO, and Correo Uruguayo
  • Web module for self-service inquiries and fine payments

4. On-board violation control:

  • Enforcement of parking, improper circulation, and paid parking through integrated mobile systems (hardware and software)

5. 24/7 operational service:

  • Specialized personnel located at the MMC building, with dedicated operational bases and mobile field units
  • Comprehensive maintenance of all telematics systems and urban devices
  • Continuous supervision since the start of the original contract (LPI 556/2015)

6. Technical studies and performance analysis:

  • Traffic surveys and development of baseline studies
  • Modeling of control strategies and traffic signal planning
  • Ex post analysis for evaluating the impact of the implemented system
