Engineering design for a new chlor-alkali industrial plant for QUIMISUR SAECA (a joint venture between FLUODER SAECA and Sadi José Morgan), located on a 10-hectare site within a 40-hectare industrial park in Paraguay. The complex’s strategic objective is to supply the chemical market in southern Brazil, integrating leading process technologies provided by Thyssenkrupp-Nucera (electrolysis and process equipment) and Alfa Laval (caustic soda concentration unit), supplied primarily in skid-mounted modules.

Scope

Development of basic and detailed engineering for the Balance ofPlant (BOP), covering all disciplines not provided by the technology suppliers:

• Civil, Structural, and Architectural Engineering: Design of offices, warehouses, storage sheds, paving, roads, stormwater and sewer systems, and structural foundations for the skids, as well as the design of the saturator and clarifier in accordance with Thyssenkrupp-Nucera guidelines.

• Utilities and Auxiliary Processes: Engineering of steam systems, process water, effluents, nitrogen, cooling towers, utility balances, PFDs, P&IDs, and definition oftie-in points.

• Electrical, Instrumentation, and Control: Medium-voltage networks, UPS systems, motor control centers (MCC), lighting, wiring, and protective devices; along with I/O mapping, control loops, alarm logic, and integration with the distributed control system (DCS).

• Fire Protection: Design of the hydraulic system, water storage, water distribution, and technical specifications for fire suppression equipment.

Impact

The project enables the creation of a new, large-scale regional chemical production and export hub, optimizing the supply of chlor-alkali to the Brazilian market from a strategic logistical location. By comprehensively addressing the Balance of Plant engineering and the technical interface with leading global technology providers (Thyssenkrupp and Alfa Laval), on-site installation risks are mitigated, operational continuity is ensured through robust systems, and a safe, automated industrial environment compliant with international standards is guaranteed.
