We worked on the economic and financial studies required to achieve the objectives in the Structuring and Transaction phases of the Wastewater Treatment Plants (PTAR) projects in Trujillo and Tarapoto. Our consulting team assisted PROINVERSIÓN, under the supervisor’s review, in all matters related to both phases.
In this stage, we developed key studies and technical notes for each project, including:
Identification of complementary water supply, sanitary sewer, and stormwater drainage projects.
Analysis of the potential demand for treated wastewater and Class B biosolids.
Strategies for odor monitoring and control.
Evaluation of project sustainability.
Expense reimbursement mechanisms for the project proponent.
Cost updates and risk analysis.
Definition of the payment mechanism and preparation of the Initial Draft Contract (IDC).
Development of the economic-financial model supporting the declaration of interest and the IDC.
Bankability reports and market soundings to identify interested parties and lenders.
Preparation of the Integrated Evaluation Report and response to comments from entities such as MVCS, SUNASS, and MEF.
Preparation of the declaration of interest and support in the case of direct award.
In this phase, we actively participated in meetings with interested parties and bidders, and developed the technical, economic, and financial aspects of the bidding documents for integrated projects. Our main actions included:
Responding to and supporting bidders’ observations.
Presenting updated bankability reports.
Preparing the Consolidated Bidding Rules and the Final Draft Contract (FDC).
Adjusting the economic-financial model and proposing competition conditions.
Evaluating comments from involved entities.
Recommending modifications to prequalification requirements and accreditation mechanisms.
Advising on the evaluation of prequalification documents and proposals, through to the award and signing of the concession agreement.
Preparing reports in the event of bidding suspensions.
Through these actions, we reaffirmed our commitment to the development of critical infrastructure for sustainable water management in the country, contributing to projects with high social and environmental impact.
