Feasibility study, Route 1 concession

We conducted a study to determine the feasibility of doubling the roadway of Route 1 between Ecilda Paullier and Colonia, in a 70 km stretch. The work would be managed as a public concession.

The study included several key areas:

  • Traffic forecast: We estimate daily traffic by vehicle category. We analyzed revenues, bonuses, origin and destination of trips, and users’ willingness to pay new tolls. In particular, we considered the impact of the possible bridge between Buenos Aires and Colonia, which led us to analyze various scenarios for the concession.
  • Infrastructure evaluation: We evaluate the existing pavement surface, roadway and bridges.
  • Preliminary design and costs: We develop a preliminary project and estimate the costs of the works, including the road, junctions, bridges, toll stations, lighting and expropriations.
  • Economic and financial analysis: We analyzed the viability of the concession using the Present Value of Revenue (PVR) method. This included sensitivity and risk analysis.
  • Preparation of the specifications: We draft the concession specifications, with the legal definitions for the evaluation of bids, awarding, contracting and operation.

The project allowed us to define the feasibility of the concession. We used the Least Present Value of Revenue award method, which we consider the most appropriate for this case.

This study laid the groundwork for the possible modernization of a vital route for the country. This will improve safety and traffic flow.
