Sustainable Urban Mobility Plan of Montevideo (PMUS)

Project Description

We carried out the consulting study for the development of the Sustainable Urban Mobility Plan (PMUS) of Montevideo and its Metropolitan Area. The plan aimed to guide the development of the metropolitan mobility system in the medium and long term, promoting a sustainable and inclusive approach.

The study analyzed territorial, social, and economic dynamics, as well as the current and future challenges of mobility for people and goods, with special consideration of public transportation, active mobility (pedestrian and cycling), urban logistics, and other complementary modes, from a cross-cutting perspective of gender equality, road safety, and environmental care.

Scope of the consultancy

  1. Prospective analysis of the territory and population, projecting trends in urban growth, activity location, and travel patterns.
  2. Modeling of mobility demand through the development of origin-destination matrices and vehicle flow simulation.
  3. Diagnosis of the current transportation infrastructure and services, and improvement proposals based on the projected scenarios.
  4. Recommendations for strengthening public transportation, including its structural redesign, modal integration, and potential incorporation of mass transit systems in strategic corridors.
  5. Proposals for an active mobility system connected with public transportation.
  6. Strategies for the management and regulation of freight transport, considering regulatory aspects, associated infrastructure, and land use.
  7. Specific guidelines on gender equity, road safety, and environmental sustainability as key pillars of the new mobility model.
