Technical study for road management and maintenance

CSI was contracted to implement management and maintenance contracts on 1,500 kilometers of Paraguay’s paved road network. The main objective of the project was to prepare these contracts, based on service levels, and to support the MOPC (Ministry of Public Works and Communications) in the bidding process.

What did we do in the project?

We conducted detailed technical studies for the road sections. This included:

  • Infrastructure survey: We analyzed pavement failures, roughness, signaling (horizontal and vertical), culverts, bridges and defenses in 1,500 km of the network. We also conducted traffic studies.
  • Elaboration of a GIS (Geographic Information System): We created a GIS with all the information collected.
  • Contract definition: We group sections into contracts, define maintenance service levels, required works and corresponding budgets.
  • Economic evaluation: We estimate prices for each contract and perform an economic evaluation of the project using the HDM-4 model.
  • Support in the bidding process: We prepare the bidding documents and tender documents. We also support the MOPC throughout the bidding period and in the evaluation of proposals.

Project impact

The detailed planning of these contracts provided the MOPC with an effective tool for the management and maintenance of the road network. This ensures a better condition of the roads and a more efficient investment of public resources.
