Transportation Infrastructure
Binational study of the management control system of the Argentina-Chile border crossing.

Through the CSI-EPYPSA-SERMAN consortium, we were contracted by the IDB to prepare the executive project for the “Management Control System for the Cristo Redentor border crossing“.

The Cristo Redentor System is an essential link in the logistics chain that connects Mercosur with the Pacific Ocean, linking the province of Mendoza, Argentina, with Valparaíso, Chile. The pass, which extends for some 100 kilometers, includes the 3-kilometer-long Cristo Redentor International Tunnel, located 3,185 meters above sea level.

Due to its location, the pass faces adverse weather conditions. Snowfall and high winds in winter make transit difficult, often causing the route to be temporarily closed. The growing increase in cargo and passenger transport causes congestion and delays, making it necessary to modernize its logistics platform.

 

What our project covered

 

Our work was divided into two phases:

 

Phase I: Diagnosis and solution proposals

 

We reviewed the background, diagnosed the current situation of the border crossing and proposed alternatives for the viability of the system. We defined and evaluated possible locations for the control points, detailing the infrastructure and control procedures, including hardware and software.

 

Phase II: Design of alternatives and action plan

 

We designed the executive project based on the alternative selected by the countries. We conducted an environmental, economic, legal and institutional assessment, and specified the management model.

In addition, we defined the mechanisms for management, supervision, operation and maintenance of the system. We prepared an action plan and the technical specifications for bidding its execution.

We sized the construction and operation technologies and estimated the investment costs. Our executive project included the design of management stations, which seek to reduce dependence on manual controls through the use of technology, and integrated control areas to manage and control the processes in the border complexes.


Project impact

This executive project modernized the management of the Cristo Redentor border crossing. This streamlined traffic, improved security and efficiency at a crucial logistical point for regional trade.
