We played a leading role in managing the construction of UPM’s new pulp mill in Paso de los Toros, one of the most important industrial investment projects in the history of Uruguay.
As part of our management contract, we assumed responsibility for on-site supervision, quality control, progress and cost tracking, document management and permit administration for this cutting-edge project.
Plant site supervision
We had a supervision team that covered all areas of the plant, a project that involved the pouring of more than 150,000 m³ of concrete. Our work ranged from the main process areas, such as the fiber line, boiler and turbine, to the non-process buildings, such as offices and workshops, and general areas, including the water intake and outfall.
Supervision of external works
Permits management
We carried out the strategic planning and management of all construction permits and authorizations. This implied the execution of the deliverables and the corresponding negotiations with the Intendencia de Durazno, the Free Zones Area, and various national directorates such as DINACEA, DINAGUA and the Dirección Nacional de Hidrografía (DNH) of the MTOP, ensuring regulatory compliance in all phases of the project.
